Actually Section 8 is a federal program, but it is administered locally. Still I think there is such a waiting list for Section 8 housing that there should be a preference for locals receiving assistance first.

^Section 8 housing is a Federal Gov't program managed by local public housing agencies.
Section 8 Housing Program encompasses different categories, there are programs for Vets, Elderly, Disabled, single parent and family.
The Housing Choice Program is the most in demand as it is for low income families.
It appears (as of 10/18/2020) the Housing Authority of Myrtle Beach has 6 waiting lists open. The veteran Affairs Supportive Housing list is open but Housing Choice Program is closed.

Call the Housing Authority of Myrtle Beach (843-918-1525) and get current info.

Who controls the money is irrelevant.

My point, is mainly, why should people relocating from out-of-state get those funds when there are still South Carolinians in need?

I agree.

(however, this topic is actually 11 years old. I wonder how it worked out for the OP........)
