Westminster is still a good spot to be. Constant development and increased traffic on Rt. 140, but if you avoid living too close to it, there's plenty of very nice suburban and rural areas 10 minutes from downtown with plenty of amenities. I only see it growing more in the next 20 years during your retirement, so other places like closer to Hampstead might be more appealing for retirement.

Maybe look at the south part of Carroll county - Sykesville, Winfield, or part of Mt Airy (close to I70) with easy access to Frederick, Columbia, and Baltimore. Still fairly rural with nearby shopping and conviences.
