You just don't arrest a guy after ten or whatever long years based on a hunch. LE and others must have something they believe is pretty solid. Indeed they would need such evidence to get a judge to sign off on an arrest warrant.
Extent of case against suspect won't be known until DA puts cards on table at arraignment. That's first salvo in what likely will be a long process.

One of the victims was known to have robbed customers. She didn’t deserve to die but that could have been a motive in her case as opposed to a thrill killing.
The indictment says he was indeed ripped off by one of the sex workers he is accused of killing, Amber Costello. He arrived at her home as a client, gave her money, and the scam is her “outraged” boyfriend showed up so he left and Costello kept the money. A “witness” (probably the boyfriend) gave a description of the guy and his car after she disappeared. This was all known since 2010 so it really shouldn’t have taken so long to find him when they had a witness of a possible suspect.

The Times article indicates the local police stopped cooperating with the FBI and seemed intent to avoid the case. Further, the state of NY has some of the most restrictive laws on using DNA in crime cases, but the new police chief, a woman, arrived on the scene in 2018 and found a way to get the DNA into play.
