Definitely AC for a top floor room/space. Heat rises, and even if the lower floors have the AC running that would be the warmest room in the house.

Also being an attic room you'd be sitting right smack underneath the roof deck as well. Hottest space in the house, by far. Especially if the roof shingles are a dark color. And adding a skylight would only mean additional heat loss in the winter and heat gain in the summer. I don't care what kind of glass they use, it's a crappy insulator compared to anything else short of metal.
