It looks like Paducah bottomed out in 2004, and is hopefully on its way back up. 2004 corresponds pretty nicely to the revamped Lowertown area becoming popular, so maybe it will serve as a catalyst to bring others into the city.
Overall population growth in the state is very anemic. Of course, it's better than population declines, but there's still major room for improvement. Kentucky really needs to revisit the tax structure and business environment to attempt to catch up with Tennessee and Alabama, which were very similar to Kentucky just a couple decades ago.
Warren County as a whole has a population of over 100,000 and I have heard that Bowling Green as a city has already surpassed Owensboro.
Yes, Warren County's population now is estimated to be ~104,000. Bowling Green has been gaining ground on Owensboro for years upon years, and it's finally about to overtake it.
A bit of opinion here... if you visit both cities, I guarantee you will get the notion that Bowling Green is a larger city than Owensboro. I lived in BG for 22 years (just recently moved to Louisville), and I know the first time I really explored Owensboro, I was thinking... is this city REALLY larger than BG??
