Could cause BIG problems for the owner. Firearms purchased by a CA resident must be on the Roster. Not many are. A non-roster firearm shipped to a CA FFL will probably never get to the purchaser.

I thought that was just for handguns...???? And I assumed that the OP would know that matter.. but perhaps not, so it's very good to bring it up. Trying to look at all solutions...

That sounds like a real deal killer. But what if someone doesn't have a license from another state? I guess then you'd need some other "photo I.D." to establish your identity.

I haven't gotten into purchasing a gun in Idaho, and I'm not familiar with the rules. So I looked them up.

To buy a handgun, you must:
  • Be 21 or older;
  • Provide a state ID; and
  • Have an instant background check performed if purchased from a licensed firearms dealer.
To me, "a state ID" does not specify that it has to be an Idaho ID, and it's pretty darn careless if that's just assumed! But maybe it is, I don't know. If it is, they should have said "Provide an Idaho state ID." It's different for long guns, though:

To buy a long gun, you must:
  • Be 18 or older;
  • Present a photo ID (any state);
  • Have an instant background check performed if purchased from a licensed firearms dealer.
Obviously, here they say the ID can be from any state. This suggests the handgun rule is more restrictive, but still, it's unclear and ambiguous!

Y'all probably know all this already, but hey, I'm learning something.

You are just learning an important lesson, as a subject in California, you are not really a citizen of the United States, and are denied your Second Amendment rights. Get the hell out of that cesspool and to Freedom.

One minor addition/correction...if you posses an Idaho Enhanced CCW permit, they do not perform the instant background check. You fill out the form, but it is just kept in the back room of the store. Idaho offers a non-resident Enhanced permit, but I do not know if instant background checks are performed with the non-resident permit.
