Newsweek has it somewhat wrong, Dick Clark was doing the New Years thing since the 50's !!!

However I am not sure if he did this every year or what prior to Rockin Eve but in 1959, Dick Clark did a show called "Dick Clark's New Years Eve Party" on ABC. The guest were Fabian, Pat Boone and Annette Funicello. I saw the ad for this online on Newspaperarchive.com fro Charleston, West Virginia's WCHS channel 8.

Of course if you talk to some of those who actually met Dick or had worked at Dick Clark Productions or even those who had uploaded videos from American Bandstand onto You Tube...Dick can be a Big Dick.
