For the general civilian people that's true. But keep in mind there is a "First Responder" list that includes sectors with non-Israeli citizens that are not health related being flown in.
Although I don't have a hint of Zionism in me (I do however, ALWAYS root for the home team, Israel), am I the only one who normally does not have any desire to live in Israel, but when "it" hits the fan, I would much much rather weather the storm from eretz yisroel than from golus (exile)?

I think that when "it" hits the fan, there will be no safe place in the world anywhere -- including Israel. I figure that G-d will find me in New York.

I have no desire to live in Israel. It's primarily due to it's cost of living being more than NYC. As to your use of the word "Zionist", you sound more like a Palestinian rather then a Jew. There is a basic definition of Zionism: A country where Jews can live as Jews and have Jerusalem as it's capital. Both have been met. And the Million or so Haredi who say otherwise, are living there under the safety of being in Israel. Them saying that they live in the "Land of Israel" rather than the "State of Israel" should actually do as they say. I can easily create a thread showing 100% of them are doing otherwise. Hebron's Orthodox Jews are proof of it.

To be more accurate I assume you are referring to Palestinian Arabs. Some Jews that were born in Palestine/Israel before May 15, 1948 also refer to themselves as Palestinians!
