Utica’s Quanterion Solutions wins nearly $32 million Defense Department contract


UTICA, N.Y. — Quanterion Solutions, Inc. of Utica has been awarded a $31.65 million contract to provide “basic center operations” for the Homeland Defense and Security Information Analysis Center, according to a U.S. Department of Defense contract announcement made Wednesday.


Quanterion Solutions is a provider of engineering, software, information-technology and cyber-security services to government and industry and is based at 266 Genesee St. in Utica.


The Homeland Defense and Security Information Analysis Center (HDIAC) is a Department of Defense (DoD)-sponsored organization through the Defense Technical Information Center, according to its website. HDIAC is one of three information analysis centers (IACs). The IACs are responsible for acquiring, analyzing, and disseminating “relevant scientific and technical information in support of the DoD and U.S. government research and development activities,” the site says.


This indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract provides the Defense Technical Information Center centralized operation of DoD services, databases, systems, or networks for the acquisition, storage, retrieval, and dissemination of scientific and technical information supporting DoD research and development, engineering, analysis, and studies programs, the contract announcement stated.


Work will be performed in Utica, and is expected to be completed by Sept. 27, 2019. Quanterion won the contract award in a competitive process against two other bidders, the DoD said. Fiscal 2017 and 2018 research and development funds in the amount of $1.65 million are being obligated at the time of award.


Quanterion has won similar contracts in the past, including a nearly $48 million DoD award last year to handle the basic center operations for the cyber security and information systems information analysis center (or CSIAC) through July, 2023.


Quanterion in 2017 moved to its new 17,000-square-foot downtown Utica office, after spending the previous 12 years at SUNY Polytechnic Institute in Marcy. The company also has staff in nearby Rome; Albuquerque, New Mexico; Jacksonville, North Carolina; and the Washington, D.C. area.

MVHS secures financing for downtown Utica hospital project


UTICA, N.Y. — Mohawk Valley Health System (MVHS) announced it has secured a loan to help fund its estimated $480 million project to build a new 373-bed, 672,000-square-foot health-care campus in downtown Utica.


New York State in 2017 had already committed to offering a $300 million grant for the effort and MVHS needed to raise the remaining $180 million itself through a combination of its own capital, outside financing, and fundraising efforts.
The loan is financed through London, England–based Barclays, a multinational investment bank and financial-services company. MVHS didn’t disclose the amount of the loan.


Closing on the financing satisfies one of the contingencies that the New York State Department of Health (NYSDOH) placed on its April 2018 approval of MVHS’s certificate of need (CON) for the hospital. The contingencies for approval from the NYSDOH Public Health and Health Planning Council are “common for a project of this magnitude,” MVHS said.
“We are extremely pleased to finalize this important part of the project,” Scott Perra, president and CEO of MVHS, said in a release. “Securing this financing not only gives us the financial security to complete this transformational project in downtown Utica, but it satisfies one of the CON contingencies which is vital to moving the project forward.”


MVHS recently signed the phase I grants contract with NYSDOH which allows MVHS to begin utilizing a portion of the $300 million state grant. With the contract, MVHS can begin submitting reimbursement requests for expenses related to the new hospital that have already been incurred.


MVHS has already spent nearly $8 million on the project in areas such as building design and consultant fees, per its news release.

MVHS RELEASES EXTERIOR RENDERINGS OF DOWNTOWN UTICA HOSPITAL PROJECT

UTICA, N.Y. — The Mohawk Valley Health System (MVHS) on Friday revealed the exterior design of its new, 373-bed, 672,000-square-foot hospital in downtown Utica.

New York City–based NBBJ has been leading the design process for the new facility since May 2017.

Together with MVHS leaders, they have sought feedback and guidance from more than 2,000 people throughout the community, MVHS said in a Friday news release. They wanted feedback on the design of the new hospital “and its integration with the surrounding downtown area.” The group also met with departments within the health system.

“We are excited to expand upon the vision of this new, integrated health-care campus by sharing this tangible example of how it fits in with the community,” Scott Perra, president and CEO of MVHS, said in the release. “We know that many members of our internal and external communities have been looking forward to the day when the design of the building would be revealed. We are designing the hospital from the inside out, first looking at the processes to care for patients and then designing the space to provide the care. Once the hospital’s layout was finalized, we were able to begin working on the aesthetics of the outside which included following the guiding principles established from the many community meetings held over the past year and a half. This feedback has allowed us to create a stunning design that will fit in beautifully in downtown Utica.”

Ryan Hullinger, partner with NBBJ, called the “guiding principles” from the community meetings “extremely important” in the design process for the new hospital.

“The principles related to the design and look of the building asked us to consider the historic nature of the buildings around the new hospital as well as both old and new aspects of Utica’s architecture. Using that feedback, our goal for the design was to create an exterior expression that respects the rich history of Utica and complements the surrounding neighborhoods, while projecting a sense of clinical excellence through rigorous detailing and craftsmanship. This design works to embody both Utica’s past and its future,” Hullinger said.

NBBJ is also working with MVHS providers and staff on the design and layout of the various rooms in the new hospital. Crews have built mock-rooms at the MVHS New Hartford Medical Office – Crossroads location which will help to test the designs and layouts to make sure they work “flawlessly in real-life situations.”
