I assume that the person asking that question--sans question mark--is not interested in learning about restaurants that don't serve food.

I like that coinage, excellent! It puts me in mind of a saboteur (throwing the sabot into the works). A related phrase out in the US West is a monkey wrencher - on the same idea, tossing a monkey wrench into the mechanism.
