I've heard good reports about Sri Lanka. Cheap, very nice friendly people.
Thailand has very nice people too. Agree with Recycled about the US dollar though. The way it's going a European will be able to move there and live on 12000 euros a year.

You need the following -
monetary/currency stability; political stability; low crime rate; low domestic/internal violence; freedom; cheap living; lots of things to do and see; not too big of a culture shock, etc etc.
It's a bit hard to find all those but my opinion is that i found it 13 years ago.
I left Australia to retire to Malaysia in 1995.
US$12,000 per year will put you around the top 20% of the population's income level.
Actually, singles can live here for about $6K pa, couples for around $9K pa, but don't expect steak for breakfast.
Personally, i think this is the greatest country on earth and i've travelled through every european and asian country and lived (short term) in many of them.

Beyond the city walls of Bangkok, Jakarta, Manila, Vientianne, no chance.
If your only income is $1000 a month, you can get food stamps, medicaid and government assistance housing and live in the United States in comfort. You would also get a nice chunk in Earned Income Credit if you had a child...preferably two for maximum credit....I think around $5000 in that income range.
