I second Kinshasa, it has a population of 17 million and across the Congo river is Brazzaville the capital of the Republic of the Congo with a population of 2 million and they are not even connected by a bridge! I think if you have to ask that question there's a global city awareness problem. In what world would Berlin or Washington DC not be considered global cities? (Beta+ cities according to that ranking).
