Quebec City: pre-communist Bratislava
St. John's: Sevastopol
Regina: Harare

I couldn't think of anything for Chicago either.
I say Madrid because of the very aesthetically European feel of the city, especially in the older areas.

Are you saying San Antonio has a European feel to it?! That is one of the most ridiculous things I have ever heard. The Riverwalk is old, but it does not feel European at all and the Riverwalk isn't even that big. If anything Madrid has more in common with Chicago than it does with San Antonio. I understand it's your opinion, but really there is no logic to that comparison.

San Antonio has a lot of old buildings that are very Spanish and some even German looking, in other words European. Whereas other Southwestern cities such as say Santa Fe, are very southwestern and adobe style.

But that doesn't make it in anyway like Madrid though. Have you even ever been to Madrid? Because if you did you would realize how ridiculous that comparison is.
