We have tort reform already in Texas (since 2002) and it makes no difference.
It's the full package of tort reform and free market. The other thing that is killing healthcare and raising costs for everyone is the requirement of treating anyone who walks through the door, regardless of ability to pay.

I thought studies have shown that that is a pretty insignificant portion of the population though.

Tell that to the hospital in Plainfield, NJ that went bankrupt and closed its doors because they were forced to treat all the illegals knowing full well they'd never see a dime.

Right. I'm sure it's effected some places especially in the inner cities. But overall that isn't the reason our insurance is going up double percentage points every year.

I didn't say it was. There are a number of causes, I've listed the top three. The others are doctors always rushing to prescribe the hot new drug at $20 a dose, when something tried and true at $.10 a dose will work just as well; people waiting until they require uber expensive ICU for something that would have been an office visit and $20 prescription to fix; and a huge rise in obesity related illnesses.
People need to challenge their doctor when they want to write expensive prescriptions or order expensive tests. I've probably saved my health insurance company $10K in the past five years by refusing over the top tests, and generally refusing stupidly expensive "latest and greatest" drugs like Nexium when generic OTC Prilosec works just fine at less than 10% of the cost of Nexium.
