Was this a move that was forced on you? Are you getting enough of an increase that the move makes sense with your partner taking that big of a hit? Was this discussed before the decision was made to move?
Is it possible for your partner to work remote? Without having an idea of the field or type of job it is difficult to say what the chances are.
We are moving across country, my partner will be giving up her job which makes 90k
She is having a hard time finding a similar position where we will be at ...
She is debating whether ...
PLAN to live off what YOU earn alone in your new job in Fresno for a while (12 mo's?).
Once actually IN Fresno the application/job seeking process will see her as a local.

Definitely this.
If OP's partner is using an IL address on her resume to apply to CA jobs, that's going to immediately filter her out for a lot of companies.
Sounds chintsy to me. I don't know where you're from in Illinois but moving from Illinois to California is definitely a cost-of-living jump even in a place like Fresno. I'd like to know why this company in CA pays so low for position that pays 90k in Illinois.
How will COL double or triple?
My salary is 40% more but not double
Purchase price of a home or rent might higher between at the new location. Gas prices might be higher. Not sure about taxes and utilities, if they are higher in the new or old place.
Is home insurance higher in the new location compared to old?
Is auto insurance higher in new location?
Are restaurant and food prices higher in new location?
All this stuff combined makes up Cost of Living. Rent and home prices are the biggest factor.

It likely won't. People here are confusing Fresno with the Bay Area and/or OC/LA/San Diego. California is a big state, and there are plenty of places like Fresno with a low COL.
This article is from three years ago, but a lot of it's still relevant. It seems to have risen slightly like everywhere else but is still far lower than the California average.
FRESNO, Calif. (FOX26) — Compared to the steep cost of living in California, Fresno is now leading the pack when it comes to the cheapest places to live in the United States.

The thing is though, Fresno is growing and gentrifying which means higher prices. People are looking just for this kind of place and it's going to raise prices. I personally would not move to Fresno unless there was a really, really good reason.
