Possibly; however, that has worked for me twice in the past to get an answer, once with a prospective employer and once with a current employer. Both times I was given an affirmative answer (hired and promoted). Which is why I say it's risky. I would probably only do that if it was an extreme reach for me or something maybe I didn't terribly want to do for a living. So if it was a "no" then there is little loss.

That isn't all you have to look forward. You increase your network and find people who work where you want to work and can introduce you to the hiring manager. When there is a personal relationship like this through your own network formed, they are less likely to string you along or simply ghost on you. If they have no emotional investment in you, then it is easy to ignore a stranger.

Seriously, the idea of applying online with no connection to the people and business, that they would hire someone good that way is almost by accident. When you consider the mess HR is, it is a miracle they would forward through to the hiring manager what would be a good hire.

The timing of this is what it depends on. If they were just about to call you with an offer anyway, then it could be OK. But if they have not done nothing after interviewing 10-20 people you'd be an annoyance to remind them they've taken no action after their lies of saying "This will be a quick hire...".

If you already work there and talking about a lateral move or a promotion, that's different. You are already in their camp and understand you asking. But if you never worked there before, they are only interested in their own timeline and not in yours.
