Hi, can anyone advice on my situation please. My manager wants me to quit because i am a remote employee now, she gave me deadline to respond if i coming back to office next month full time or quitting, i told her i do not want to quit and would like to continue employment but do not have decision today (today is the due date to respond), to which she told me (along with hr person on meeting) that not having a decision is same as decision to quit. According to at-will employment it is not, or am i wrong?
You are being asked to leave. Negotiate some terms with them before you do (severance, good reference, ability to collect unemployment, etc). They are being "nice" at this point, you may want to leave before getting "fired". At-will employment is just that, you can be "let go" for any reason.
If you can't negotiate a decent package, tell them you are not coming to the office and you are not quitting. You will be fired because your position is being eliminated, not because of disciplinary issues. Let them fire you, then file for unemployment.
I would post this in the unemployment forum and ask how you should proceed. Tell them the state you're in. In some states you can get unemployment if the employer changes the situation from telecommuting to asking you to go into an office, but you need to know what you should do on your end, and what the circumstances are when UI is granted.

i was in -office then in January became remote, told manager not sure when/if can return to office in march, we have lots of power shifts as we recently merged with another ocmpany and also went public
If you've had no previous issues and your performance reviews have been good, I would negotiate a strong severence package on top of the ability to file for unemployment.
No matter what you do, DO NOT QUIT. Don't give them the easy way out.
