First of all, wouldn't 100% humidity mean it's raining, and if it was raining the temp would cool down to the dew point, at least it does when it rains down here in South Texas.
No. It can be 100% but not rain. The temp simply has to cool to the dewpoint to result in 100% humidity which can occur during the night or with a change in wind direction (e.g. a seabreeze).

It really is strange as few trees have turned color, few leaves have fallen, and the lawns and pastures are a deep green in color ( no frost yet this season)No frost in the immediate forecast.
