London has a lot of days with stratus cloud and oceanic conditions contributing to a low sunshine.

DC has a continental subtropical climate.

London winter didn´t see 29°C Day in February.

Sorry, yes It´s not always drizzle but London and Amsterdam has a lot of days with drizzle and gloomy weather.

What are Oceanic conditions exactly?

I don't think there is really such a thing as Oceanic conditions, only conditions best explained by latitude.

There is no such thing as typical Oceanic conditions.
