DC rains are short and heavy especially in the summer, in London or Amsterdam when it´s rain, it´s a very long drizzle every day contributing to a low sunshine with a low annual rainfall.

DC heat + humidity sucks. Its too much to handle even for a warmth lover. It feels more like 90 F every single day, and nights seldom cool down to comfortable levels. During heat waves with humidity, low temperatures could surge into the 80's . You can see the heat during extreme heat periods in DC. Even though it gets just as hot in Madrid, you get some relief at night. Weather data for July 2012 in DC & July 2013 in Madrid:
