Amazingly, Helsinki is in the best area weatherwise.

I would move the city back where it originally was (some 6km NE) and get rid of that sea breeze.

For the UK

I'd change the capital city to Brighton, I wouldn't want people thinking our climate is dull and grey year round which is why I won't use anywhere north of Birmingham.

The capital of England used to be Winchester in Hampshire, so I'd either move it back there or have it as Southampton or Portsmouth

How about Alice Springs?
Alice Springs is actually sub-polar compared to these places. Argyle, Wyndham, Kununurra, Broome, Port Hedland, Karratha, Onslow, Marble Bar, Fitzroy Crossing, Derby, Newman, Paraburdoo, etc all these places make Alice Springs look like a Tasmanian winter.

I would keep Wellington as the capital. The weather there, adds to the feeling of adventure/capital city buzz.

I can't decide which city in Ukraine has the best climate. Would prefer mix of Kharkiv's winters and Lviv's summers and precipitation.

Whole country including DOM-TOM (overseas departments): Papeete

Mainland France: Toulon, with Nice being a close second.

I can happily say that climate wise, I live in what I consider the very best of the larger cities in my country.

Kherson and Nikolaev both have nice climates, but I think that the capital belongs in Kiev as it is quite an imposing city with beautiful architecture, perfect for a capital. Kharkiv would also make an impressive capital city.
