Why do people talk about the weather? (city, world, most)

I mean it's such a popular subject.
Is it Rhetorical?
Is it allegorical?
What is it that invades our consciousness?
Why is it such a big part of the human conversation?
It's so big World Governments are trying to tax it.
My own observation is that weather is only a topic of conversation in areas where it's unpleasant or makes huge changes quickly and often.
In areas of the country where the year round weather is generally pleasant its not a frequent topic of conversation.
So, if you live where the weather is talked about frequently.....you probably don't have very pleasant weather for the most part for any extended period of time.
Yeah even people who arent interested in weather talk about it because it can affect plans or activities. Or if something extreme is about to happen everyone is talking about it.
maybe because it has a so strong affect on our moods.
