Sorry if you thought that the example scale was my real preference, it wasn't carefully made, just an 'example scale'...

Here is my real preference...remember that these are shade temperatures - lower 10 F for sunny conditions.

> 125 F: Lethal heat

115 - 125 F: Scorching Hot

105 - 115 F: Extremely Hot

95 - 105 F: Very Hot

85 - 95 F: Hot

75 - 85 F: Warm

60 - 75 F: Mild

45 - 60 F: Cool

30 - 45 F: Chilly

5 - 30 F: Cold

-20 - 5 F: Very Cold

-45 - -20 F: Extremely Cold

-70 - -45 F: Frigid Cold

< -70 F: Brutal Cold

*Below -20 F or above 105 F without special protection can potentially be dangerous

We have just had a week below -20C (some days below -30 and wind chills below -40) so 0C would seem warm right now... (And likely many would be out in t-shirts, possibly even shorts)...
It is all relative
You really know it is cold when you can throw boiling hot water in the air and it turns to snow instantly!

115ºF and up - Brutally hot
100ºF - 114ºF - Extremely hot
85ºF - 99ºF - Hot - Prolonged outdoor exposure can be uncomfortable
75ºF - 84ºF - Warm
60ºF - 74ºF - Mild
50ºF - 59ºF - Cool - A brisk, refreshing cool; lower limit of shorts/T-shirt weather
33ºF - 49ºF - Chilly - A hoody may be needed if outdoors prolonged (unless it's sunny)
15ºF - 32ºF - Cold - Classic wintry weather
0ºF - 14ºF - Very cold
-20ºF to -1ºF - Extremely cold
-40ºF to -21ºF - Arctic cold
-80ºF to -41ºF - Antarctic cold
-81ºF or lower - Brutally cold

Temperatures near the boundary of two of these classifications may be an intermediate color, in situations where a wider color palette is available. For instance, a temperature of around 32ºF may be a turquoise color; 58ºF may be a lime green-yellow color; 84ºF may be red-orange; and 98ºF a burgundy color.
