Most people in the world would find -15c daft cold. But I do think its extremely stupid to go out and call 5c very cold. like thats a bit much.

45-50C: Lethal heat

40-45C: Scorching hot

35-40C: Very hot

29-34C: Hot

25-28C: Warm

20-24C: Mild/comfortable

16-19C: Cool

10-16C: Cold

5-10C: Very cold

5-0C: Freezing

<0C: Brutally cold

Well, if you cover your face and there isn't much wind. -10 °C isn't bad

With low humidity:

100 + F : Grilled
85-100 F: Hot
70-85 F: Warm
55-70 F: Mild
40-55 F: Cool
25-40 F: Cold
10-25 F: Very Cold
Below 10 F: Arctic Blast

With high Humidity:

92 + F : Grilled
77-92 F: Hot
65-77 F: Warm
52-65 F: Mild PERFECT T SHIRT WEATHER
35-52 F: Cool
15-35 F: Cold
-5-15 F: Very Cold
Below -5 F: Arctic Blast
