Lima by a landslide.

Monrovia is a tropical joke.

Lima is whole lot better. It only has summer 70% mugginess season, wile Monrovia is 100% hot-muggy year-round, with half of the time rated oppressive.

I'd choose Monrovia, Lima is just too dry and I couldn't deal with that moonscape landscape.

The only climates that are worse than Lima are ones that are literally unliveable without highly specialized preparations such as interior Antarctica.

Lima, as well as all climates virtually devoid of precipitation, are the worst inhabited climates on planet earth. Monrovia is a very unpleasant, solid F-grade climate but at least it has precipitation (if too much) and ample natural vegetation.
