I've decided to break it down into categories to make it more detailed:
Temperature 7/10: Very equitable and agreeable, with no extreme heat or cold. Slightly higher diurnal range might make it more interesting.
Rainfall 1/10: No real rainfall to speak of, just an extremely fine but frequent fog-sprinkle hybrid.
Humidity/Wind Chill 8/10: Humid for such an arid climate but I have no idea what is wind is like there.
Sunshine 2/10: Too low for me.
Interesting phenomenon 3/10: A unique climate, that's for sure, but pretty monotonous. I assume thunderstorms are rare. No real rainfall events to speak of being extremely arid. Only gets point for being a novelty of a climate, cool in the tropics, and for the coastal fog.
By these critieria I give it a weighted score of 23/50. My overall 'pleasantness rating', however, would be a 37/50, so overall I give it a score of 30/50. I didn't weight each individual component, since they're subjective. Anyway I thought this was a new idea to break down your own ratings of a climate. Feel free to use it in the future if you wish to.

I've been to Lima and along the entire Pacific coast of Peru. It was 30 years ago, but the climate has not changed much since then.
Lima has a climate that would probably be close to that of Namibia on the southwest coast of Africa, or some places along the Pacific Coast of Baja California, Mexico. Cold ocean water, prevailing westerly wind off the ocean and very scarce rainfall. 6+ month "winter" season of overcast and fog. Most people in the area do not use or own heat or air conditioning systems for their homes. The temperature range is narrow enough to live in relative comfort without heat or AC. Even though the climate is very arid, the air is not harshly dry like an inland desert. The average daily humidity level is around 50 percent, similar to my area of coastal southern california.
Temperature: 7/10. Comfortable but not enough variation.
Rainfall: 0/10.
Humidity/Windchill: 7/10. Mild enough in all seasons that I imagine humidity or windchill wouldn't have much of an impact on comfort. Its not nose-bleedingly dry unlike many other arid climates which is a plus.
Sunshine: 3/10. Not enough of it.
Interesting phenomena: 2/10. Points for the unusual climate with fog and low cloud prevalent. Would much rather thunderstorms and tropical downpours.
Gets a 35 on the above criteria, a good mark.
Can't really rate rainfall, as accept this as a mild desert climate with negligible rain just like the Namibian coastline - so default this to a 7.
Temp gets a 9 for being so temperate at a tropical latitude and at sea level.
Sunshine a 5, Humidity a 7 as it does not impact on relative temps too much, and Interesting phenomenon a 7 for having some seasonal variation.
No aircon needed here -for hot OR cold - sounds like my kind of climate.

Rainfall 7/10- I don't care for the rain but Lima needs more,
Humidity/wind chill 8/10 - Very pleasant
Sunshine 3/10 - Months of overcast
Interesting Phenomenon 7/10 - I think no rain combined with high humidity and mild is interesting
Overall avg 7/10 - above average
