Hotel near the mall area (Washington: restaurant, prices, parking)

Will be visiting the Washington area around late September,and our interests will be basically the mall and the Smithsonian museums , need a hotel in the area with on site parking and within a 5 to 10 minute walk to the mall, Prices under $250 a night would be convenient.
Any one have a hotel they could recommend?
Restaurant recommendations near the hotel?

Hotel topaz ($150/night)
Hotel sofitel ($250/night)--right next to the white house, can't get a better location.
JW Marriott ($200/night)
Hotel Rouge ($170/night)

All of these will have parking, although they will charge extra for it.
