The 5th is slated to become the third majority minority district in the state when Hoyer retires. That's why the lines get boogered so much to keep the majority of voters in Prince George's, although with the change in Charles that's not as important as it was.

The same thing is slated for District 27 when Miller leaves the State Senate. Create a majority minority district without having to screw over any current official like they did with Tom McMillen (Albert Wynn) and Murray Levy (CT Wilson).

In Prince George's? There and Baltimore is where the prisoner rights campaign is emanating from. I'll give you Charles on it but not by much.
