That would be my guess. Since these people are only renters, its up to the owner to schedule bulk pick-up or to make sure their property is kept clean. It will be the owner who is fined, not the renters.

Someone bought the 3 level split next door. He rented the top 2/3 to a family while he had the construction workers fix up in the lower 1/3. The owner tried to get the family to pay all of the gas bills including ones a few months before they moved in. The back door was open most of the time while the lower part was being worked on. The furnace stopped working during the winter and the family had to use space heaters and the stove for heat. They have since moved out. Now the construction workers live in the lower part about 500 square feet. I'm not sure who's furniture is on the lawn. It is supposed to be put at the curb for bulk pickup.

After seeing the completed project, I'm horrified people wouldn't welcome a center like this in their neighborhood. Would they rather enjoy their bland cookie-cutter 60s and 70s style ranchers? And when did the character of 50 year-old suburban sprawl neighborhoods become something we would want to preserve?
I was a big supporter of the project until we got 24 hour noise for the first 6 months, followed by 6-7 day a week noise up to 80 decibels starting at 7am, 240 foot long tower cranes that extended over some of houses for 12 months, violent vibrations and shockwaves from ground work and gravel dumping that has cracked the foundations of several houses as far as 1/2 a block away, spotlights shining on bedroom windows, a dozen or so diesel trucks idling for hours (not on or near the property but in front of the residential houses), and damage to yards and houses from water runoff from the property.

Not everyone is a party person that wants to live in a noisy city. As older neighborhoods get congested, those with enough money are just moving farther out. I'm looking at other neighborhoods.

One of my neighbors retired from metro. He said metro buy the houses and pays for moving expenses of the residents when they expand. The some current neighbors are moving because they like little things like quiet and breathable air. The houses may be worth more when the construction is done. That is after the neighbors pay thousands to repair the damage.

Traffic will be a lot worse. I predict several major accidents at the exit of the underground parking garage.

The bottom line is this, PG is a majority and people will always find something negative to say about anywhere blacks live. MoCO has some run down and dirty looking areas as well. What carries MoCO is the affluent areas Chevy Chase, Bethesda Etc. The lower parts of the county is nothing to brag about.

The bottom line is this, PG is a black majority county and just anywhere there is large population of blacks people will highlight the negatives. MoCo has bad areas as well. What carries MoCo is Bethesda, Chevy Chase etc. If you took those select areas out the equation MoCo is no better that PG. I know a lot of people who says went to MoCo schools and brag about how good MoCo schools are. Yet none of those same people graduated from college.

This pretty much is the answer to every PG centric what's wrong with/how do we fix/25 paragraph statistical analysis question. Oh and there are plenty of areas in upcounty that aren't exactly postcard worthy either.

People generally hate PG county because of the school system, the lack of shopping/dining options for such a large county, foreclosure rate, the abundance of bad neighborhoods in the inner beltway like Capitol Heights, District Heights, Seat Pleasant, Suitland, Greenbelt, Riverdale, Largo, Cheverly, etc, and lack of diversity for a county as large as it is. I personally have no problem with PG though.
