Citys seem so bland. how can we bring the thriving culture of small town America to the city?

The key is transit. Cities have buses and trains, which kill culture. Small towns have cars and especially pickup trucks. Pickup trucks with bumper stickers promote a strong cultural ambience. So step one is to get rid of the buses, step two is to encourage purchase of pickup trucks and start handing out bumper stickers.

They already did. Many hipsters have brought their "Alt-Country Rock" type music styles with them to the cities when they play in bars and such. Coincidentally, many hipsters are from midwestern rural towns and suburbs.

Lots of museums and theaters and concert halls in plenty of small towns. You just have to look past the end of your nose to find them.
