Then it was a fortunate mistake on my part. I took the two circled areas to be river and the trees on the other side as a river bank.

Technically it's below the Arctic Circle, although it otherwise suggests Arctic conditions.

I have a feeling you are right.

Looking back at Sskink's clue, when one googles "curly" and "Nuuk", one comes up with the phrase "Nuk, Nuk, Nuk" said by The Three Stooge's Curly.

Correct. As the capital and largest 'city', it's also the only town with a 5-story building in the entire country.

That's Billings, MT.

Pic here's not that great, so hints may help. It's wine country, but not where one might guess. A girl named Peggy may have lived there. It's quite a holly, jolly place, especially downtown. I've red that some raiders are famous for having set up shop there as well.

Your first clue makes me think the finger lakes and there happened to have been an indoor football team called the Rochester Raiders. I don't know about anyone named Peggy, but is it Rochester?
