I don't think it's St. John's as I don't think you can take a photo anywhere in the harbor that wouldn't show the steep elevation of the slopes just a couple of blocks inland.

The seaplanes make me think it could be Charlottetown, although I can't find a photo with that particular line of buildings. But it would fit as it's flat.

I don't think it's Charlottetown, it's too big. I'm going with Saint John, New Brunswick.

Not Charlottetown or Saint John. In fact, not any of the Canadian Maritimes.

In keeping with an earlier hint, there IS a Tim Horton's or two there.

It IS Victoria, the Inner Harbor, as we left on the Red Ball back to Port Angeles.

I suppose that your use of 'maritime' with a small 'm' in the original hint had an influence. Silly us for assuming.
