It IS Enid, I spent a year there in the 80s at pilot training. Mentioned by name in "The Big Bang Theory". Those large structures in the background are grain elevators.
Looks like we are moving from looking at skylines to just a few select buildings in a historical or shopping district. Does this town even have a proper skyline?

Sorry, I realised afterwards it isn't an actual skyline.
It is not in the US. However, I will give you a clue. It is a town that has architectural interest to those interested in a certain period of architecture. Anyone who is interested in this particular era of architecture will have heard of this town because it was completely rebuilt in this style after a natural disaster at the time.
