I used to think that too, but when we started our free circulator bus service, I was shocked to see the ridership - about 80% appear to be professionals, students or tourists.

Possibly, but that's the job of the police to police. That's who kicks people who are sleeping on the NYC subway off if they are being a problem.

I am not half as concerned with bums sleeping in the subway as being mugged or host. Though they should find some other place for them to sleep, if possible.

I'm just saying, hypothetical problems like these are a law enforcement issue, not a fundamental problem with the idea.

FWIW, bus travel for under-16s actually is free in London. It's not something that happens every day, but it can be a nuisance (noise, litter) when you get big groups of teenagers basically using it as a mobile youth club.

The idea that nobody should benefit because you don't want a certain thing to happen, or certain types of people to enjoy the benefit, is stupid.

I don't know. I live on the West Coast. The point was, if it's free, you're going to get people abusing the system. i know for sure neither of those systems is free. I've ridden on the NYC subway and it was like $2 just to go anywhere, and I think they raised the fares since then.

It depends on what you're talking about though. If it's just a local downtown shuttle, that's one thing. But if the whole system is free, then that invites abuse.

I don't think we should be making any more work for the police than necessary. They should be focusing on other things.

^^Yes, this is the kind of stuff I'm talking about^^ When stuff is totally free, people misuse/abuse it.
