I originally filed for unemployment in August 2010. When my benefit year ended I qualified for a new claim in August 2011 with a different weekly benefit. At that time I had just started on tier 2 of the first claim. Now that my second claim is exhausted, am I able to finish collecting the remaining tiers on my first claim or is it too late? I'm no longer able to claim benefits online. Has anyone called and been able to reopen a claim like this?

Actually, in 2/12 when you had exhausted state benefits from the 8/11 claim, NY should have put you back on the unexhausted 2010 EUC benefits, not paid EUC from the 2011 claim.
Technically, you should still be able to exhaust the 2010 EUC - because you were paid part of those benefits before the 8/11 bye.
However, because NY has been routinely (erroneously) paying current claim EUC, NY may now say those 2010 benefits are no longer available - i.e., it won't pay EUC twice.
In the past, people in NY/NJ were able to collect EUC on two claims when these errors were made. Because this erroneous order of payment appears to be commonplace these days in NY, I'm not sure if NY will pay the older claim EUC any longer.
You could start by filing a new claim with NY online. See where it goes. NY may automatically pay you from the 2010 claim. Otherwise, you can call them, as well. Ask to file a new claim, ask about the 2010 EUC. Let us know what they say.
Thanks a lot. You were correct. The person I spoke to said that they should be able to reopen the first claim and continue paying the remaining tiers on that.
