The 'article' is a nonsensical regurgitation of nonspecifics and old news. Implement is different from introduce. Congress has introduced legislation, but has not implemented it. Article says implement, but later states Congress 'looks for a 2012 extension.'
The article says WI and is one of the highest unemployment states. It is NOT. WI current rate is 7.8% and triggered off Tier IV and HUP long ago. CA at 12%, NV at 13.3, MS at 10%, MI @ 11%. All much worse, and no mention.

Can you explain a little bit more, too, what you meant by your last sentence?
GOP have always used approval of unemployment benefits as a trade-off for something they want. Last year it was an extension of the Bush tax cuts. Right now they are saying they are in favor of an extension (we still don't know in what form) if benefits are 'paid for.' In other words, another program needs to be cut to pay for the benefits. GOP and some Dems now say they do not want to borrow money from China to do this.
Something will most likely get done eventually. Whether or not it will happen before the end of the year is unknown.
My bet is an extension is passed by year end, but with fewer tiers. Admin lacks the trading card tax cuts brought, plus for those favoring extensions, 2 yrs tax cuts for 1 year ui left a one year "uh oh" gap w/o a big trading incentive to offer.
bobtn is right. It will be cut back. Or, if there is an extension, it will only be until end of February, when they will need to revisit the issue again. Did that numerous times in 2010. Y'all heard Newt Gingrich - "take a bath and get a job." He's not alone in that view. Many believe whomever wants a job can find one. So, the program will be cut at some point.

And I'm sure there's a good reason for them to collect your personal info before redirecting you to the authentic state site where you can enter it again!
This garbage "news" was even linked on Yahoo. In that version it claims that the BLS is reporting 13.7M people collecting unemployment! The correct DOL (http://www.dol.gov/opa/media/press/eta/ui/current.htm - broken link) number is 6.8M.
And I'm sure there's a good reason for them to collect your personal info before redirecting you to the authentic state site where you can enter it again!
