If applicant does not have access to internet to apply for jobs online; would it be acceptable to mail a cover letter with explanation and resume to the company or would this be a waste of time and a stamp?

Go to the library and use the computer. It is free.

McDonald Has Wifi Use That ...or Starbucks etc...Internet Cafes...Public Library etc....any office
that will give you theirs access code....

If the job is that important to you, then go ahead and mail your resume in, but don't do it if they ask you to apply online. If you live in the Tulsa area, there are public offices that have computers available for applicants (like you) to use for applying online. The office is called Workforce Oklahoma and one of the addresses is located at 14002 East 21st Street in Tulsa (phone number is 918-796-1200 and they are open 8 to 5), you can take the 21st street bus on Tulsa Transit if you need to. Another office is located at Skyline Office Building located at approximately 41st and Sheridan Street (but I am not sure if they are still open now, so if you want to go there, call the 796-1200 number to ask them if the other office is currently open and operating)--the Tulsa Transit route #222 goes there.
