You would need a Work Visa. H1B Visas are being cut back.

My husband is a sys admin/dba/project manager and has been in the tech field for twelve years now. His company is moving their plant to Texas and we'll likely follow them.

There are jobs here, just not as many as, say, Phoenix or Denver or any other high tech hub. Try the university (pays less but good benefits), Computer Sciences Corp (does a lot of work for Raytheon), Raytheon, IBM, and I'm sure I'm missing quite a few smaller companies. As a programmer you might have better luck because those jobs seem more common when I search.

The problem with Tucson and tech work is the market is not there, so when you lose the job you have for whatever reason, you have to really hunt for another. You'd be better off in Phoenix or Dallas, just to give two warm weather examples.
