The chief of police in Fullerton is out on medical leave while the details of the beating come to light.

Not true,and there is no vast sort of conspiracy here. Other than the six (I believe) officers directly involved in the incident, there was no kind of dramatic "coverup."
The assault took place on July 5. From date of assault until indictments is a little over two months, which in the scheme of things is rather expedited. Rather than being a conspiracy, the speed of the indictments is a testament to how well our very imperfect justice system can work.
I read the first reports of this assault approximately two and a half weeks later after July 5, as well as viewed one of the videos that was posted on Youtube.
The City government have been investigating the incident, as have the FBI, the prosecutor's office and many, many news outlets (local, national and international).
IMO, it's a given that the officers involved are guilty of murder - as charged. The whole affair is indeed a mess and a blight on professional law enforcement.
Manuel Ramos, one of six officers involved in the deadly confrontation with Thomas July 5 at a Fullerton bus depot, was charged earlier this month with second-degree murder and involuntary manslaughter. Ramos pleaded not guilty and his bail was set at $1 million after a plea in court from Kelly Thomas' father that bail not be reduced.
The 10-year Fullerton PD veteran posted bail just after midnight, according to court records.
It's been on the CD Orange County board since July 29th.
CNN has been covering it for some time now.
This story was not in the local press in Southern California until talk radio brought it to prominence with local tv media, then it went national. The incident happened July 5th, no news hit national until the end of the month - after - local talk radio hosts John & Ken on KFI got wind of it which was about 2 weeks after the incident occurred. By that time the article had been posted in UK news and then picked up momentum from there. Which is why I say there was a virtual NEWS BLACKOUT ON PURPOSE for nearly 4 weeks until this story went national.
The crime was heinous enough for the judge to set bail for Officer Ramos at $1,000,000, who posted bail (Fullerton Cops made his bail).

Awful story. It's painful to watch this man, Who it was bad enough that he was mentally ill and had no home, To be so savagely beaten by those whos job it is to protect people. The photo of him in the hospital bed was sickening and heartbreaking. It is a blight on those officers that are proud of their jobs and are good men.
If anyone should be outraged it's the victim's father. Yet it is he who maintained an equilibrium and forced the public to take note that there was criminal involvement in the assault of his son.
Kelly Thomas' father is a retired police officer and has a far greater understanding than most as to why the officers acted as they did: they were emotionally out-of-control and were not trained to handle mentally ill people.

I believe there was a cover-up because Kelly Thomas' father was offered $900,000 for the death of his son by the city of Fullerton to prevent this case from going to trial.
There is city owned videotape of the beating from Fullerton's Transportation department which has only recently come to light that it exists of the beating. The Chief of Police viewed that videotape and promptly went on medical leave.
All of that spells cover-up to me.
Obviously there was more available that they didn't want known. Why else offer a payoff?
