Hotels are pulling employees from other areas to clean rooms. They're not going to forgo cleaning rooms so that someone can make waffles. But they're not going to tell guests they're extremely short staffed.

This. My hotel stays since May, it's been pretty obvious that they're short staffed. The norm is one person at the desk and cleaning staff for 8 hours. Nobody else. Room maintenance is way off. Room cleanliness has dropped off. The overnight desk staff person stocks breakfast bags overnight.
