Typically your stocking rate is what the land can hold, not a number for ag exemption.
Call the county and talk to them. Some counties have min acreage requirements to qualify for ag exemption and a number of years doing ag before you an submit an application.

Usually horses don't qualify for ag exemption.

Best bet is to call the people at the county and ask them.

Horses will only qualify if it is an active breeding operation, meaning at least one foal born annually.
