Early 30s, no kids relocating to MacDill...I've been looking into south tampa and can't seem to find anything under $1000 except one place, the Grand Keys condos...Did some research and discovered they had a high foreclosure rate, banks liquidated them to investors who are renting them out...Only compliant I can find is parking...Just strange I can't seem to find anything else within range...

With St Pete there are several apartments right over the bridge including the Cove and the Veranahs...

Advice?

There are tons of apartments for that price. You left out one crucial piece of information: how many bedrooms and how many square feet do you need?

One bedroom is fine and I'd say at least 700sq/ft

You're not looking hard enough. There are apartments off of Gandy on the Tampa side that should be within your range.

I see plenty on Zillow that meet your criteria. Just in prestigious Hyde Park, I see three. You have enough options that you can be picky about size and location (close to MacDill or close to the SoHo scene or whatever).
