The Village of Liverpool, I believe, will fit most of what you want... just be sure to tell your realtor that you want a quiet section of it, as close to the village shops as possible. It's also city-side. You're not going to find quaint, quiet, safe, easily walkable to shops/restaurants, and historical in the city itself. You can only have 2 or 3 of those things but not all of them in the city itself. But getting into Syracuse is not an issue. You'll be 5-10 minutes from downtown in the Village of Liverpool.
Really. Liverpool village and nowhere else... I really think you'd be unsatisfied elsewhere.
eta: We must have been writing our posts at the same time! lol - if you're okay with being 15-20 minutes from downtown, the Village of Manlius would do very, very well also. Likely better as there are so many transplants from New England already. We even have a bar called the Ugly Duckling (colloquially known as "the duck"), which is a Red Sox bar. But again, you have to make sure to tell your agent that you want to be in the area with shops... I'd say north of Rte. 173 and east of Fayette St. (the main drag, entering Manlius from the city.) I'll try to look up a few listings and post them here.

With the city of Syracuse, you have some neighborhoods that are more distinct than others, but like the post above says they may not have that charm esthetically, some vary in terms of safety and other criteria. Westcott has a couple of cafes, restaurants, some nightlife and live performances at the westcott theater that are usually geared towards a younger crowd. It is a part of this larger area that emcompasses multiple neighborhoods: Greater University Hill* ? Syracuse, New York

What is the target market for a house like that?? It's the size of a closet. With taxes that make my already over taxed eyes bleed. So nesters would be foolish to pay taxes on that school and you ain't gonna raise kids in a house a fart could blow out the windows.

Depending on the age of the nesters, they would get Enhanced STAR if 65 and older. If the homeowner is a Veteran, for an example, that is another tax exemption/reduction and I believe that this includes 10% off of school taxes now as well. Also, given the resale value due to the school district, it may be worth the investment.
Eventhough it is a bit too far from Syracuse and I wish it could be a solid suggestion, but Hamilton would have fit as well. It is in the Syracuse Metro area and was the fastest growing town in the area between 2000-2010. It is home to Colgate University and has its own hospital too. Village of Hamilton - Welcome to Hamilton New York
If he was working in the Eastern suburbs, it could work. It would still be cutting it close though. There are a couple of other possibilities I thought about, but they also may be a bit too far.
