Blame it on Brazil and the people there...they promised to clean their mess up but instead have done nothing...the athletes aren't safe there...can't even drink the water there...pull the plug on them and demand that any city that plans to host the games already have the infrastructure in place to handle it.
3rd world crap holes should never be considered to host such prestigious events.
If I'm an athlete, I'm not going to put my life on the line just for a medal.

Rio 2016 organizers 'extremely concerned' over sick sailor | Reuters

So Apparently a German Sailor is in the hospital in Germany 2 days after competing in these waters..."w/ multiple drug resistant infections" from the polluted water.

Why are these Brazillians so dirty and nasty? Why have they polluted their waters like this? Makes no sense. These games should never go to 3rd World Nations like this.

This is the one that could be held in Chicago as a consolation prize. After all, so far in 2015 there have been 294 mass shootings in the United States, including 45 at schools, this competition will be perfectly acclimated in US.

To be fair, there's been much reporting about Brazil's current poor economy, which wasn't the case when it was awarded the World Cup and Summer Games. The larger issue with the IOC is that its host city expectations are ridiculous. The Games have simply gotten too expensive to host. I hope no U.S. city bothers to bid, especially after how the IOC treated Atlanta.

A poor economy wouldn't have space for the robery of billion/trillion dollars that is ruining Brazil.
The problem is exactly the opposite, poor institutions for so much money.

About the olympiads, much of the public investments are in enterprises that will get legacies for the region, like BRTs, subway, etc Lots are private investments, like the athlets village that are been sold for new residents after the games.

Rio has a lot of wonderful bays with cristal waters, if they are insisting in keep the competitions in the polluted Guanabara Bay is exactly to get the opportunity to increase its quality of waters. If it's really necessary, they will change. But what is been checked in recent tests events is that they're getting ready for the games. In the official site of US Sailing, the condition of the waters haven't been even mentioned.
