Um, I don't get this... I've been here 5 full months now, and it hasn't been overcast, wet and drizzling the majority of that time... 7 months left, so that math doesn't add up!

Im not currently living in Seattle but lived there for 31 years and my family/friends are still there. From what I have heard this has been an unusually awesome summer.....and not the norm lol

Aww, sucks. I thought Seattle overall was "immune" to snow.
Ah, I guess places at the Pacific coast (like Ocean Shores) don't have snow.

Well, it's a rare happening ("every other year", I've been told) ... which seems clear by the fact that people don't know how to drive in it!

The reason that Seattle and Portland are different isn't a North/South thing at all. That's a minor consideration.

Seattle lies between two mountain ranges and sits on a huge body of saltwater that moderates temperatures, both from getting too hot or too cold.

Portland is on freshwater and lies adjacent to the Columbia gorge, which allows frigid air to blast through in the right conditions. Hence, Portland gets heavily damaging ice storms every few years while I can't ever recall an ice storm in Seattle.

The conditions for snow in both cities are pretty specific, requiring pacific moisture overrunning entrenched cold air.

But yeah, it can and does snow in downtown Seattle.
