I did this, but my 'bum session' lasted longer than the summer lol. I lived/worked in Belmont Shores Long Beach. Plenty of jobs for young people there and cheaper rentals then LA or OC. There you have your pick of good-great surfing beaches around LA/OC. Sunset and South Huntington (Bolsa Chica), Cliffs are good for beginners, North Huntington for intermediate and Huntington Pier/Seal is for advanced and locals (if there are any left). You can kill so much time from LBC to H.B. it is unbelievable.

Santa Cruz is an awesome beach town up here in NorCal..but it is pretty isolated from everything in comparison to Long Beach, SoCal is an easier place to learn how to surf also, NorCal water is muy frio!!!

If you even get a chance to go to the State of Florida, they have the nicest beaches on the continental USA. If I were going to be a beach bum, it would be in Florida!

If you want the beach life I would recommend southern cal. Orange County has the best beaches. Huntington Beach is awesome and so is Corona Del Mar and Doheny State Beach. LA not so much. San Diego's are really not too great because unlike other ares, people live right up to the beaches and lots of homeless people hang out at the beaches here. But San Diego beaches are better than those in LA proper for sure.

Depends on what you want. For my money I'd go for either Carmel (if cost was no object) or the Moss Beach - Montara stretch just north of Half Moon Bay (a bit less pricey than Carmel but convenient to SF).
