My husband is pretty far along in the interviewing process with a company located near the intersection of High Bluff Drive and El Camino Real in San Diego, which means my family may be relocating from Boston a lot sooner than we expected!

Can anyone recommend some areas we should target to live in if we are primarily concerned with: an apartment with 2-3 bedrooms, enough space for 2 adults, a 3-yr old child and a dog that's under $2k, as well as a community that's good for our child (beach, park, library, shops...), but an easy commute (not too far, or bad traffic to my husband's job).

Sounds like your husband will be working in Carmel Valley (zip code = 92130). Carmel Valley is a very nice part of San Diego with good schools and easy beach access.

Your husband could probably walk to work if you lived there.

Your problem will be your dog. Most nice rental properties don't allow dogs. However, many landlords are negotiable. I rented a nice place with a dog a few years back. The landlord required:
1. I get a top-of-line renters insurance policy and
2. I put up an extra month of rent as additional security deposit.

Your dog may not be a problem if it's a small dog, though.

There are lots of large apartment/condo complexes in Carmel Valley and Del Mar Heights that would be suitable for your price range and size. The dog is the wild card. You'll have to find places that accept pets.
As far as other locations, you could explore Solana Beach and Encinitas to the north, still within 10-15 drive to work. There will be more apartments in Encinitas than in Solana Beach, which is a more upscale bedroom community of single-family homes.

I remember seeing a big banner with pets on it at this one complex near the corner of 101 (Camino del Mar) and Via de la Valle, which is north of the racetrack. I don't recall the name. That is a fairly nice area, since you can walk to Del Mar and the beach.

1. Rancho Penasquitos
2. Rancho Penasquitos
3. Rancho Penasquitos

I don't know the name either, but it sounds like you are describing the little complex (20 units or so, two stories) at the corner of Via de la Valle and Cedros Avenue (one block east of Highway 101).

Except, it's a slow commute between RP and Carmel Valley.
