My husband and I are originally from CA but have been living back East for 17 years. My new job will allow me to work completely from home so we are considering moving back to CA. Since I don't have to commute anywhere in particular, we are not constrained by drive times. Our primary consideration is an affordable house ( ~$350,000 max) at least equal to our current house (2400 sq ft/4br/2.5ba) in a good school district. The house part seems doable if we live in Riverside or San Bernardino, but I don't know anything about these areas. I do have siblings living in Victorville, Santa Clarita and Santa Monica so it would be nice to be within a reasonable drive of all of them. Advice about this, even mentioning other areas we should consider, would be greatly appreciated!

Based on what you've written, I would start your search in the Temecula/Murrietta/Menifee area. Big houses under $350,000 are easy to find, and the schools are considered fine by most people. You would be about two hours from Santa Monica, so not all that close to your sibling, but I make that drive twice a week currently, and it's not that bad, if you go at the right time of day!

Look at Orangecrest and Mission Grove neighborhoods in Riverside. You'll find the size and price of house you're looking for and the schools are good in those neighborhoods. Looking at relatively decent drives to the areas with family you mentioned - Victorville being the closest of the three and Santa Clarita being the furthest (although not much different than Santa Monica depending on traffic and time of day).
