AFAIK, counter-service people are not considered tipped employees, so they don't receive a wage that's below the minimum. Therefore, it's perfectly acceptable to tip them less than you would tip waitstaff for table service.
the girls behind the counter do ALOT more than just take your $, and ever since I worked in a restaurant and see how much they do I always leave the girls a couple bucks for takeout

I believe what he means by that is that they get paid hourly to do their jobs. Waitstaff generally make $2.13/hr on their paycheck, so their daily wages depend almost solely off of tips. On the other hand, counter-staffed employee's, door-girls, etc. are paid often more than minimum wage.
