I moved to Hampton Roads last summer for work and am stuck for a few more months in an overpriced and unpleasant rental house. Since moving here, I've had not been much impressed with the quality of life nor have I had much luck finding friends. I'll be moving agin this summer but am trying to decide between Norfolk, most likely closer to downtown, or Richmond. Living in Richmond would require a non-rush hour commute of about 60 miles while Norfolk would require 30 miles or so, but through tunnels of course. Anyone who has lived in both places have an opinion? I'm in my mid-30's and single but have no desire to not be single, so neither dating nor schools matter to me.

The daily one hour commute would get old after a couple of months. I would go with what is closer to you.

Not to mention that gas prices look likely to hit $4/gallon here soon and may go higher. I wouldn't want to be locked in to a 120 mile roundtrip commute if I could avoid it.

I'm not asking about commute times or gas prices - both of those things are irrelevant to my decision. I'm asking about quality of life - culture, food, friends.

An observation I heard many years ago: If you love Hampton Roads, you will hate Richmond; if you love Richmond, you will hate Hampton Roads. In my experience, this was very true!

Can you plan to spend a long weekend in each place (downtown norfolk / richmond) and see which one gives off the better vibe for you?

I concur with this assessment, having lived both places. The tunnel is monumentally painful, but so is the long drive from Richmond. Pick your poison based on which lifestyle appeals to you.

Quality of life wise - no contest, Richmond.

That said, go on basis of commute. Maybe look at Ghent in Norfolk. Doesn't matter how nice a city you sleep in if you are always driving to and fro. I can see commuting Richmond to Williamsburg, lots of people do that. Anything further is pretty iffy.
